Welcome to the consultation website for the future of 1 Victoria Street, SW1H 0ET.

Stanhope, on behalf of the Mitsubishi Estate  London, are bringing forward proposals for the future of 1 Victoria Street; an island site bounded by Victoria Street, Abbey Orchard Street and Great Smith Street.

The Department for Business, Energy and Industrial Strategy have given notice that they will be leaving the building in early 2024, and new EPC energy efficiency standards mean that it cannot be re-let to a new commercial tenant without significant investment to bring it up to modern sustainability standards.

The site also has several issues which we are looking to resolve through our emerging proposals, which would see us extensively refurbish and extend the building, retaining part of the existing structure. Our vision is to deliver a more attractive and sustainable mixed-use commercial building, with active retail along Victoria Street and high-quality office accommodation above.

Thank you to all those who previously took the time to review and share feedback on our proposals for the regeneration of 1 Victoria Street. In February 2024, we submitted a planning application to Westminster City Council for an extensive refurbishment and extension to the building on site, to deliver a sustainable mixed-use commercial building offering high-quality office space, new retail spaces and landscaping improvements around the site.

The building became vacant just prior to submission, allowing us to carry out extensive investigation works throughout the building since that time. We found elevated chloride levels (salts) within the concrete throughout the existing structure of the building which have caused significant corrosion and will continue to do so.

Unfortunately, this means we will not be able to retain as much of the existing structure as previously thought. Continuing to prioritise sustainability, we have been exploring a range of options for the future of this site. Our updated plans will therefore include removing all compromised structures while continuing to retain 52% of the existing structure by volume. The new plans for the site will be delivering a scheme that will perform more efficiently than the previous scheme, over the long term.

We have now updated our proposals and will be submitting our plans to Westminster City Council to amend the planning permission recently approved for the site.

Mitsubishi Estate London (MEL) have owned the site for the last 10 years, having purchased it in 2013.
